MARITMRAYA.COM - BALI : Terus dituding sebagai penyumbang sampah plastik terbanyak ke-2 di dunia. Pemerintah promosikan hasil riset perikanan Indonesia dalam Workshop on the Best Practices to Prevent and to Reduce Abandoned Lost or Otherwise Discarded Fishing Gear (ALDFG) yang digelar di Kuta Bali - Indonesia.




Asisten Deputi Bidang Keamanan dan Ketahanan Maritim Kemenko Bidang Kemaritiman, Basilio menjelaskan bahwa misi pemerintah adalah untuk mempromosikan hasil karya anak bangsa yaitu riset Dr. Fayakun dan tim, tentang alat penanda jaring. Rabu (10/07/2019).




“Problem kita adalah banyaknya ALDFG yang hanyut di laut dan menyebabkan kerusakan lingkungan karena komponen utamanya adalah plastik. Nah, dalam even internasional kita selenggarakan bersama FAO ini, Kemenko Bidang Kemaritiman ingin nama periset kita lebih decennial dalam komunitas internasional sehingga semakin banyak negara berkembang yang memanfaatkan temuan ini” jelasnya.




Menurutnya, alat penanda yang ditemukan dapat mencegah hilangnya jaring nelayan di tengah laut, dan ia optimis teknologi ini akan mudah diadopsi karena menggunakan bahan alami yang mudah didapat dan murah.




Terpisah, Peneliti perikanan dari Balai Riset Perikanan Laut Kementerian Kelautan dan Perikanan (KKP) Dr. Fayakun Satria mengungkapkan pada bulan Juli tahun lalu, hasil riset untuk gear fishing marking sudah di presentasikan dalam pertemuan Committee on Fisheries (COFI) FAO di Roma.




Ia menjelaskan, alat tersebut telah dimasukkan dalam draft petunjuk FAO tentang manajemen alat tangkap untuk nelayan kecil yang dapat diaplikasikan secara sukarela. Gear marking untuk jala insang (gill net) telah diujji di wilayah pesisir Sadeng, Yogyakarta dan Pekalongan pada kurun waktu 2017-2018.




“Nelayan sudah mencoba dan tidak ada masalah, bahkan mereka mau menggunakannya,” ungkap Dr. Fayakun.




Penanda jaring yang dibuat, relatif aman bagi lingkungan. Karena bahannya terbuat dari bambu atau kayu dan tali pengikatnya terbuat dari daun pandan. Namun demikian, menurut peneliti senior di KKP, ada masalah lain yang dihadapi oleh pemerintah saat ini. Masalah tersebut adalah bagaimana menarik gill net yang sudah berserakan di laut ke daratan.




“Karena masalah ALDFG atau jaring hantu ini tidak hanya dihasilkan oleh small scaĺe industry, tapi juga industri perikanan besar, maka dalam waktu dekat kami berencana untuk membuat penanda jaring dari bahan alami, dilengkapi dengan barcode atau kode unik,” katanya serius.




Lebih jauh, Ia menjelaskan bahwa dalam barcode tersebut akan disimpan data tentang pemilik jaring dan di wilayah mana mereka beroperasi. "Dengan electeonik device, barcode itu akan discan sehingga ketahuan siapa pemiliknya dan kita bisa menariknya ke daratan,” .pungkasnya.




Hasil temuannya kini telah dimasukkan dalam rekomendasi rujukan cara efektif untuk manajemen pencegahan dan pengelolaan ALDFH atau ghost fishing yang disusun oleh berbagai lembaga di Indonesia, LSM internasional dan FAO di Bali. Selain best practice dari penelitian Dr. Fayakun, draft rujukan FAO tersebut juga berasal dari negara-negara di Eropa, Amerika serta Asia Pasifik. (*)

Badan pengusahaan (BP) Batam melalui Unit kerja Pelayanan Terpadu Satu Pintu (PTSP) bersama Badan Koordinasi Penanaman Modal (BKPM) gelar sosialisasi percepatan pengembangan kebijakan prioritas investasi dan ekspor serta peningkatan pelayanan frontliners di Balairung sari BP Batam, pada Senin (8/7/2019) Pagi. 





Pelaksanaan Ini guna memberikan informasi dan pemahaman maupun implementasi kebijakan pengembangan investasi yang baik bagi perusahaan dan pembekalan substansi untuk pelayanan frontliners dalam standart pelayanan yang berkualitas. 





Kepala BP Batam, Edy Putra Irawady menyampaikan dalam sambutannya untuk peningkatan investasi BP Batam mengandalkan pelayanan frontliner.  Untuk saat ini, BP Batam memiliki 3 unit frontliner yakni Klinik berusaha untuk mempermudah penyelesaian masalah berusaha, OSS (Online Single Submission) untuk mempermudah perizinan investasi, dan Garda sebagai pengawal investasi. 





“Pada pengajuan investasi para frontliner harus dibekali dengan pengetahuan yang luas mengenai investasi tersebut, sehingga pengaju dapat menerima informasi yang lengkap dan jelas agar tidak menjadi kesalahapahaman dikemudian hari. ” Ujar edy. 





Ia menambahkan bahwa BP Batam saat ini telah membentuk satuan tugas (Satgas) percepatan investasi dan ekspor guna menggenjot investor dalam dan luar negeri untuk menanamkan modal di Kota Batam. Satgas tersebut terdiri dari empat bagian yakni garda restrukturisasi dan revitalisasi investasi, garda pengawalan percepatan, garda penyelesaian operasional investasi dan atau ekspor, terakhir garda evaluasi dan pengembangan investasi baru dan ekspor. Kedepannya garda ini diharapkan bisa mempercepat investasi dan ekspor





Ia menambahkan bahwa salah satu fasilitas yang diberikan untuk investasi yakni insentif bagi pelaku usaha. Insentif ini terdiri dari fiskal dan non-fiskal. Dalam hal ini, Fiskal berarti bebas bea masuk dan bebas PPN. Tiap tahunnya BP Batam mendapatkan biaya investasi dari APBN bagi FTZ yang merupakan insentif fiscal. Sedangkan Non fiscal, seperti suku bunga, pembiayaan, kemudahan perijinan lahan dan pengurusan ijin lalu lintas barang. 





Pada kesempatan ini, Turut hadir Kasubdit Luar Negeri BKPM, Sri Endang Novitasari selaku salah satu narasumber. Sri Endang menyampaikan pada paparannya, bahwa saat ini pemerintah sangat fokus pada perbaikan kemudahan berusaha yang spesfik dalam bentuk perbaikan pelayanan perizinan. 





“Pertumbuhan ekonomi Indonesia berada di atas 5% pada tahun 2018 namun masih rendah dibandingkan beberapa negara kompetitor lainnya seperti Vietnam, Filipina dan Myanmar. Salah satu penyebab melambatnya pertumbuhan ekonomi karena terhambatnya realisasi investasi dan defisit neraca perdagangan di Indonesia” jelas sri.





BKPM perupaya terus memperbaiki iklim investasi guna meningkatkan investasi berkualitas di Indonesia. BKPM telah mendapat mandat dari Presiden Jokowi untuk fokus dalam tiga hal yaitu perbaikan proses perizinan investasi, debottlenecking realisasi investasi yang terkendala, dan perbaikan iklim investasi” Ujar Sri





Adapun 6 sektor prioritas investasi pemerintah indonesia yakni Infrasuktur (Transportasi, Jalan Tol, Kawasan Ekonomi Khusus,Kawasan Industri) , Industri Manufaktur (berorientasi ekspor, substansi impor dan industri bernilai tambah) , Maritim (Perikanan), Agrikultur, Pariwisata dan Industri Gaya hidup (ekonomi kreatif dan ekonomi digital).  





Benediktus Dwi Hari Prasetyo, Staff Khusus Kementerian Perekonomian menyampaikan selaku narasumber bahwa BP Batam sedang mengembangkan IBOSS (Indonesia Batam Online Single Submission) yang merupakan penyederhanaan dari OSS.





Ia menjelaskan Pada tahun 2018, pemerintah mengeluarkan PP mengenai OSS yang pelaksanaannya diatur dalam PP Nomor 24 Tahun 2018, merupakan upaya pemerintah dalam menyederhanakan perizinan berusaha dan menciptakan model pelayanan perizinan terintegrasi yang cepat dan murah, serta memberi kepastian,” Ujar Benediktus. 





"Dalam hal ini, regulasi sudah diperbaiki dalam konteks tata kelola yang lebih luas. PP-24/2018 ini merupakan milestone positif dan komprehensif untuk menyinkronkan regulasi perizinan di Pusat dan Daerah” ujar Benediktus.

Maritimraya.com - Tanjungpinang : Kepala Seksi Operasional SAR, Eko Suprianto menjelaskan korban hilang saat pergi memancing dilaut telah ditemukan, di perairan Bakong, Lingga - kepulauan Riau. Senin, (08/07/2019)





"Pencarian hari pertama (7/7) minggu sore, dengan hasih nihil. Dan pada hari ini sekira pukul 08.00 WIB, Tim SAR Gabungan berhasil menemukan korban dalam keadaan meninggal dunia, selanjutnya korban di evakuasi menuju rumah duka," terangnya.





Sebelumnya, Ia melanjutkan berdasarkan informasi yang diterima dari salah satu warga (Saljuan) Pulau Lipan, Kabupaten Lingga, telah terjadi kecelakaan kapal yang membahayakan nyawa manusia.





"Sampan terbalik diterjang ombak saat memancing, hingga mengakibatkan satu orang hilang di Posisi 0 23.840 S - 104 22.014 E. Tim langsung menuju lokasi kejadian, saat melakukan pencarian kondisi cuaca cerah berawan, dengan tinggi gelombang dari 0.2 sampai1 meter, dan kecepatan angin 9 KM/Jam arah Selatan," jelasnya.

Kepala Staf Angkatan Udara Marsekal TNI Yuyu Sutisna, SE., M.M. menyampaikan bahwa peresmian Lanud Hang Nadim Batam ini merupakan tindak lanjut peraturan Kepala Staff Angkatan Udara tentang organisasi dan tugas Pangkalan Udara TNI AU Hang Nadim Batam dan menyampaikan rasa terima kasih kepada pemerintah daerah setempat atas segala dukungan sehingga Lanud Hang Nadim bisa terbentuk dan berdiri.





"Berdasarkan Surat Keputusan KSAU Nomor Kep/147/VII/2019 pada tanggal 2 Juli 2019 di Jakarta, Penetapan Pangkalan Udara ini menjadi Lanud tipe C melalui dinamika, Proses dan penuh perjuangan yang sangat panjang,” ujarnya.





Menurutnya, Indonesia berada pada posisi silang strategis, terlebih Batam berbatasan langsung dengan Negara tetangga dan Selat terpadat di dunia. Batam menjadi salah satu wilayah pusat strategis nasional.





“Tercatat ada 596 penerbangan militer yang dilakukan dibandara Hang Nadim Batam seperti contoh, Ops. Angkasa Yuda, Ops. Poros Sagara, Penerbangan VIP / VVIP, hingga misi penerbangan special fly. Oleh karena itu TNI AU menetapkan Lanud Hang Nadim menjadi tipe C,” jelasnya.





Dengan ini mudah-mudahan ke depan sinergitas TNI-Polri dan pemerintah daerah lebih terjalin. Jangan sungkan untuk memberikan perhatian yang lebih agar Lanud Hang Nadim dapat beroperasi dengan cepat.





Selanjutnya, Kepala Staf Angkatan Udara Marsekal TNI Yuyu Sutisna, SE., M.M. melantik langsung Letnan Kolonel Penerbang Urip Widodo sebagai Danlanud pertama Lanud Hang Nadim.





“Mulai bekerja profesional, militan dan inovatif, keberadaan Pangkalan Udara ini sebgai ujung tombak menjaga kedaulatan NKRI di wilayah Perbatasan. Kalian sebagai pejuang dan perintis serta pelopor dalam terbentuknya lanud Hang Nadim Batam dan akan ditorehkan dengan tinta emas didalam sejarah TNI AU,” pungkasnya.





Ditempat yang sama Gubernur Kepulauan Riau Nurdin Basirun mengatakan dengan berdirinya Lanud Hang Nadim Batam diharapkan dapat lebih meningkatkan keamanan dan kenyamanan warga Kepri khususnya dan Indonesia umumnya.





Sebagai daerah dengan jalur pelayaran terpadat, memang memerlukan dukungan dari TNI AU. Terlebih kepri ini berbatasan dengan sejumlah negara tetangga. Maritimraya.com-Batam. Badan Pengusahaan (BP) Batam baru saja melakukan kegiatan promosi investasi di Jepang dalam kegiatan Indonesia Japan Business Forum (IJBF) yang digelar di Gedung Osaka City Central Public, Osaka Jepang.





Kepala BP Batam Edy Putra Irawadi mengatakan bahwa kegiatan promosi kali ini membuahkan hasil yang cukup menggembirakan. Dua perusahaan besar di Jepang telah mengutarakan ketertarikannya terhadap sejumlah proyek yang tengah digarap dan dipersiapkan BP Batam saat ini dan akan melakukan kunjungan balik ke Batam pada minggu ketiga bulan Juli, guna melakukan premilinary study.









Perusahaan tersebut adalah Hitachi, Ltd. (Kabushiki Kaisha Hitachi Seisakusho) yang merupakan perusahaan multinasional dengan lebih memfokuskan pada Bisnis Inovasi Sosial, mencakup sistem informasi, sistem daya dan industri, Litbang, sistem media digital, pengadaan internasional, dan Pusat Keunggulan (Center of Excellence) hingga infrastruktur dengan memenuhi kebutuhan konsumen internasional.





“Setelah pertemuan One on One antara kami (BP Batam) dengan Hitachi, mereka mengungkapkan ketertarikan terhadap proyek Desalination Plan (Desalinasi Air di Batam) dan WWTP *Waste Water Treatment Plan, rencananya Juli ini mereka komit akan ke Batam.” ungkap Edy.









Sementara perusahaan lain yang juga mengungkapkan ketertarikannya untuk bekerjasama dengan BP Batam adalah Kobe Port. Delegasi BP Batam melakukan pertemuan dengan sejumlah pelabuhan di Jepang yaitu Yokohama Port, Sakai Port dan Kobe Port. Khusus Kobe Port, telah disepakati akan dilakukan kerjasama SisterPort antara Pelabuhan Batu Ampar dan Kobe Port.





Pelabuhan Kobe sendiri adalah pelabuhan yang terletak di kota Kobe, Hyogo, Jepang. Pelabuhan ini terletak di kaki Gunung Rokkō. Di areal ini, juga dibangun beberapa pulau buatan dengan sensasi pemandangan yang indah dan dikenal sebagai Pelabuhan dengan Pulau buatan dan view terbaik di Jepang.





Edy Putra Irawadi menambahkan bahwa momentum ini ia optimis menjadi momentum yang sangat baik bagi Batam untuk menarik investor dari Jepang dan hasil dari kunjungan kerja ke Jepang juga membawa hasil memuaskan. Jepang sendiri merupakan 10 besar investasi asing yang masuk ke Batam dengan menduduki peringkat ke-7.





Adapun kegiatan promosi BP Batam ini merupakan invitation (Undangan) Konsulat Jenderal Republik Indonesia KJRI Osaka dalam rangkain kegiatan “Indonesia Japan Business Forum” ( IJBF ) pada tanggal 24 – 29 Juni 2019 di Osaka, Jepang. Jepang sendiri merupakan tuan rumah untuk rangkaian kegiatan KTT G-20 yang puncaknya diselenggarakan pada 28-29 Juni 2019. IJBF diselenggarakan sebagai side event dari penyelenggaraan KTT G-20 untuk mendorong promosi perdagangan, investasi dan parwisata.









Program IJBF ini terdiri dari 3 kegiatan yakni :Seminar, Pameran dan Business meting.

Pengurus Ikatan Keluarga Besar Purna Bakti Pegawai Otorita Batam (IPPOB-BP Batam) menggelar acara Halal Bi Halal bagi pensiunan pegawai Otorita Batam di Gedung Guest House BP Batam, Sekupang pada Selasa (2/7/2019). Kegiatan ini bertujuan sebagai bagian dari rangkaian Halal Bi Halal pada bulan Syawal 1440 H.









Dalam kesempatan ini, Ketua panitia acara, Syarifuddin menyampaikan dalam sambutannya bahwa melalui Halal Bi Halal ini tali silaturahmi dapat terus ditingkatkan, khususnya dikalangan Purnabhakti Pegawai Otorita Batam.

His three boats stove around him, and oars and men both whirling in the eddies; one captain, seizing the line-knife from his broken prow, had dashed at the whale, as an Arkansas duellist at his foe, blindly seeking with a six inch blade to reach the fathom-deep life of the whale. That captain was Ahab. And then it was, that suddenly sweeping his sickle-shaped lower jaw beneath him, Moby Dick had reaped away Ahab's leg, as a mower a blade of grass in the field. Small reason was there to doubt, then, that ever since that almost fatal encounter, Ahab had cherished a wild vindictiveness against the whale, all the more fell for that in his frantic morbidness he at last came to identify with him, not only all his bodily woes, but all his intellectual and spiritual exasperations. The White Whale swam before him as the monomaniac incarnation of all those malicious agencies which some deep men feel eating in them, till they are left living on with half a heart and half a lung. That intangible malignity which has been from the beginning; to whose dominion even the modern Christians ascribe one-half of the worlds; which the ancient Ophites of the east reverenced in their statue devil;—Ahab did not fall down and worship it like them; but deliriously transferring its idea to the abhorred white whale, he pitted himself, all mutilated, against it. All that most maddens and torments; all that stirs up the lees of things; all truth with malice in it; all that cracks the sinews and cakes the brain; all the subtle demonisms of life and thought; all evil, to crazy Ahab, were visibly personified, and made practically assailable in Moby Dick. He piled upon the whale's white hump the sum of all the general rage and hate felt by his whole race from Adam down; and then, as if his chest had been a mortar, he burst his hot heart's shell upon it.

In a strait-jacket, he swung to the mad rockings of the gales. And, when running into more sufferable latitudes, the ship, with mild stun'sails spread, floated across the tranquil tropics, and, to all appearances, the old man's delirium seemed left behind him with the Cape Horn swells, and he came forth from his dark den into the blessed light and air; even then, when he bore that firm, collected front, however pale, and issued his calm orders once again; and his mates thanked God the direful madness was now gone; even then, Ahab, in his hidden self, raved on. Human madness is oftentimes a cunning and most feline thing. When you think it fled, it may have but become transfigured into some still subtler form. Ahab's full lunacy subsided not, but deepeningly contracted; like the unabated Hudson, when that noble Northman flows narrowly, but unfathomably through the Highland gorge. But, as in his narrow-flowing monomania, not one jot of Ahab's broad madness had been left behind; so in that broad madness, not one jot of his great natural intellect had perished. That before living agent, now became the living instrument. If such a furious trope may stand, his special lunacy stormed his general sanity, and carried it, and turned all its concentred cannon upon its own mad mark; so that far from having lost his strength, Ahab, to that one end, did now possess a thousand fold more potency than ever he had sanely brought to bear upon any one reasonable object.

Chapter 3

At the period of our arrival at the Island, the heaviest storage of the Pequod had been almost completed; comprising her beef, bread, water, fuel, and iron hoops and staves. But, as before hinted, for some time there was a continual fetching and carrying on board of divers odds and ends of things, both large and small.

Chief among those who did this fetching and carrying was Captain Bildad's sister, a lean old lady of a most determined and indefatigable spirit, but withal very kindhearted, who seemed resolved that, if SHE could help it, nothing should be found wanting in the Pequod, after once fairly getting to sea. At one time she would come on board with a jar of pickles for the steward's pantry; another time with a bunch of quills for the chief mate's desk, where he kept his log; a third time with a roll of flannel for the small of some one's rheumatic back. Never did any woman better deserve her name, which was Charity—Aunt Charity, as everybody called her. And like a sister of charity did this charitable Aunt Charity bustle about hither and thither, ready to turn her hand and heart to anything that promised to yield safety, comfort, and consolation to all on board a ship in which her beloved brother Bildad was concerned, and in which she herself owned a score or two of well-saved dollars.

The giant saved Woking station and its cluster of houses until the last; then in a moment the Heat-Ray was brought to bear, and the town became a heap of fiery ruins. Then the Thing shut off the Heat-Ray, and turning its back upon the artilleryman, began to waddle away towards the smouldering pine woods that sheltered the second cylinder. As it did so a second glittering Titan built itself up out of the pit.

The second monster followed the first, and at that the artilleryman began to crawl very cautiously across the hot heather ash towards Horsell. He managed to get alive into the ditch by the side of the road, and so escaped to Woking. There his story became ejaculatory. The place was impassable. It seems there were a few people alive there, frantic for the most part and many burned and scalded. He was turned aside by the fire, and hid among some almost scorching heaps of broken wall as one of the Martian giants returned. He saw this one pursue a man, catch him up in one of its steely tentacles, and knock his head against the trunk of a pine tree. At last, after nightfall, the artilleryman made a rush for it and got over the railway embankment.

Since then he had been skulking along towards Maybury, in the hope of getting out of danger Londonward. People were hiding in trenches and cellars, and many of the survivors had made off towards Woking village and Send. He had been consumed with thirst until he found one of the water mains near the railway arch smashed, and the water bubbling out like a spring upon the road.

The enormous broad tires of the chariots and the padded feet of the animals brought forth no sound from the moss-covered sea bottom; and so we moved in utter silence, like some huge phantasmagoria, except when the stillness was broken by the guttural growling of a goaded zitidar, or the squealing of fighting thoats. The green Martians converse but little, and then usually in monosyllables, low and like the faint rumbling of distant thunder.

My brother noticed a pale grey smoke or haze rising among the houses in front of them, and veiling the white facade of a terrace beyond the road that appeared between the backs of the villas. Mrs. Elphinstone suddenly cried out at a number of tongues of smoky red flame leaping up above the houses in front of them against the hot, blue sky. The tumultuous noise resolved itself now into the disorderly mingling of many voices, the gride of many wheels, the creaking of waggons, and the staccato of hoofs. The lane came round sharply not fifty yards from the crossroads.

"Good heavens!" cried Mrs. Elphinstone. "What is this you are driving us into?"
My brother stopped.

For the main road was a boiling stream of people, a torrent of human beings rushing northward, one pressing on another. A great bank of dust, white and luminous in the blaze of the sun, made everything within twenty feet of the ground grey and indistinct and was perpetually renewed by the hurrying feet of a dense crowd of horses and of men and women on foot, and by the wheels of vehicles of every description.

It was like riding into the smoke of a fire to approach the meeting point of the lane and road; the crowd roared like a fire, and the dust was hot and pungent. There was a chap, a Frenchman, I forget his name, who succeeded in making three hundred; but the thing was risky, too risky for conservative persons. But he was on the right clew, and he would have managed it if it hadn't been for the Great Plague. When I was a boy, there were men alive who remembered the coming of the first aeroplanes, and now I have lived to see the last of them, and that sixty years ago."

We traversed a trackless waste of moss which, bending to the pressure of broad tire or padded foot, rose up again behind us, leaving no sign that we had passed. We might indeed have been the wraiths of the departed dead upon the dead sea of that dying planet for all the sound or sign we made in passing. It was the first march of a large body of men and animals I had ever witnessed which raised no dust and left no spoor; for there is no dust upon Mars except in the cultivated districts during the winter months, and even then the absence of high winds renders it almost unnoticeable.

We camped that night at the foot of the hills we had been approaching for two days and which marked the southern boundary of this particular sea. Our animals had been two days without drink, nor had they had water for nearly two months, not since shortly after leaving Thark; but, as Tars Tarkas explained to me, they require but little and can live almost indefinitely upon the moss which covers Barsoom, and which, he told me, holds in its tiny stems sufficient moisture to meet the limited demands of the animals.

After partaking of my evening meal of cheese-like food and vegetable milk I sought out Sola, whom I found working by the light of a torch upon some of Tars Tarkas' trappings.[right-post] She looked up at my approach, her face lighting with pleasure and with welcome.

Doubt can eat away at the best of competitors

This midnight-spout had almost grown a forgotten thing, when, some days after, lo! at the same silent hour, it was again announced: again it was descried by all; but upon making sail to overtake it, once more it disappeared as if it had never been. And so it served us night after night, till no one heeded it but to wonder at it. Mysteriously jetted into the clear moonlight, or starlight, as the case might be; disappearing again for one whole day, or two days, or three; and somehow seeming at every distinct repetition to be advancing still further and further in our van, this solitary jet seemed for ever alluring us on.

Nor with the immemorial superstition of their race, and in accordance with the preternaturalness, as it seemed, which in many things invested the Pequod, were there wanting some of the seamen who swore that whenever and wherever descried; at however remote times, or in however far apart latitudes and longitudes, that unnearable spout was cast by one self-same whale; and that whale, Moby Dick. For a time, there reigned, too, a sense of peculiar dread at this flitting apparition, as if it were treacherously beckoning us on and on, in order that the monster might turn round upon us, and rend us at last in the remotest and most savage seas.

These temporary apprehensions, so vague but so awful, derived a wondrous potency from the contrasting serenity of the weather, in which, beneath all its blue blandness, some thought there lurked a devilish charm, as for days and days we voyaged along, through seas so wearily, lonesomely mild, that all space, in repugnance to our vengeful errand, seemed vacating itself of life before our urn-like prow.

But, at last, when turning to the eastward, the Cape winds began howling around us, and we rose and fell upon the long, troubled seas that are there; when the ivory-tusked Pequod sharply bowed to the blast, and gored the dark waves in her madness, till, like showers of silver chips, the foam-flakes flew over her bulwarks; then all this desolate vacuity of life went away, but gave place to sights more dismal than before.

Close to our bows, strange forms in the water darted hither and thither before us; while thick in our rear flew the inscrutable sea-ravens. And every morning, perched on our stays, rows of these birds were seen; and spite of our hootings, for a long time obstinately clung to the hemp, as though they deemed our ship some drifting, uninhabited craft; a thing appointed to desolation, and therefore fit roosting-place for their homeless selves. And heaved and heaved, still unrestingly heaved the black sea, as if its vast tides were a conscience; and the great mundane soul were in anguish and remorse for the long sin and suffering it had bred.

Cape of Good Hope, do they call ye? Rather Cape Tormentoto, as called of yore; for long allured by the perfidious silences that before had attended us, we found ourselves launched into this tormented sea, where guilty beings transformed into those fowls and these fish, seemed condemned to swim on everlastingly without any haven in store, or beat that black air without any horizon. But calm, snow-white, and unvarying; still directing its fountain of feathers to the sky; still beckoning us on from before, the solitary jet would at times be descried.

During all this blackness of the elements, Ahab, though assuming for the time the almost continual command of the drenched and dangerous deck, manifested the gloomiest reserve; and more seldom than ever addressed his mates. In tempestuous times like these, after everything above and aloft has been secured, nothing more can be done but passively to await the issue of the gale. Then Captain and crew become practical fatalists. So, with his ivory leg inserted into its accustomed hole, and with one hand firmly grasping a shroud, Ahab for hours and hours would stand gazing dead to windward, while an occasional squall of sleet or snow would all but congeal his very eyelashes together. Meantime, the crew driven from the forward part of the ship by the perilous seas that burstingly broke over its bows, stood in a line along the bulwarks in the waist; and the better to guard against the leaping waves, each man had slipped himself into a sort of bowline secured to the rail, in which he swung as in a loosened belt. Few or no words were spoken; and the silent ship, as if manned by painted sailors in wax, day after day tore on through all the swift madness and gladness of the demoniac waves. By night the same muteness of humanity before the shrieks of the ocean prevailed; still in silence the men swung in the bowlines; still wordless Ahab stood up to the blast. Even when wearied nature seemed demanding repose he would not seek that repose in his hammock. Never could Starbuck forget the old man's aspect, when one night going down into the cabin to mark how the barometer stood, he saw him with closed eyes sitting straight in his floor-screwed chair; the rain and half-melted sleet of the storm from which he had some time before emerged, still slowly dripping from the unremoved hat and coat. On the table beside him lay unrolled one of those charts of tides and currents which have previously been spoken of. His lantern swung from his tightly clenched hand. Though the body was erect, the head was thrown back so that the closed eyes were pointed towards the needle of the tell-tale that swung from a beam in the ceiling.* [right-side]

During the first days, they went along smoothly enough. The sea was not very unpropitious, the wind seemed stationary in the north-east, the sails were hoisted, and the Henrietta ploughed across the waves like a real trans-Atlantic steamer.

Passepartout was delighted. His master's last exploit, the consequences of which he ignored, enchanted him. Never had the crew seen so jolly and dexterous a fellow. He formed warm friendships with the sailors, and amazed them with his acrobatic feats. He thought they managed the vessel like gentlemen, and that the stokers fired up like heroes. His loquacious good-humour infected everyone. He had forgotten the past, its vexations and delays. He only thought of the end, so nearly accomplished; and sometimes he boiled over with impatience, as if heated by the furnaces of the Henrietta. Often, also, the worthy fellow revolved around Fix, looking at him with a keen, distrustful eye; but he did not speak to him, for their old intimacy no longer existed.

Fix, it must be confessed, understood nothing of what was going on. The conquest of the Henrietta, the bribery of the crew, Fogg managing the boat like a skilled seaman, amazed and confused him. He did not know what to think. For, after all, a man who began by stealing fifty-five thousand pounds might end by stealing a vessel; and Fix was not unnaturally inclined to conclude that the Henrietta under Fogg's command, was not going to Liverpool at all, but to some part of the world where the robber, turned into a pirate, would quietly put himself in safety. The conjecture was at least a plausible one, and the detective began to seriously regret that he had embarked on the affair.
As for Captain Speedy, he continued to howl and growl in his cabin; and Passepartout, whose duty it was to carry him his meals, courageous as he was, took the greatest precautions. Mr. Fogg did not seem even to know that there was a captain on board.

On the 13th they passed the edge of the Banks of Newfoundland, a dangerous locality; during the winter, especially, there are frequent fogs and heavy gales of wind. Ever since the evening before the barometer, suddenly falling, had indicated an approaching change in the atmosphere; and during the night the temperature varied, the cold became sharper, and the wind veered to the south-east.
This was a misfortune. Mr. Fogg, in order not to deviate from his course, furled his sails and increased the force of the steam; but the vessel's speed slackened, owing to the state of the sea, the long waves of which broke against the stern. She pitched violently, and this retarded her progress. The breeze little by little swelled into a tempest, and it was to be feared that the Henrietta might not be able to maintain herself upright on the waves.

Passepartout's visage darkened with the skies, and for two days the poor fellow experienced constant fright. But Phileas Fogg was a bold mariner, and knew how to maintain headway against the sea; and he kept on his course, without even decreasing his steam. The Henrietta, when she could not rise upon the waves, crossed them, swamping her deck, but passing safely. Sometimes the screw rose out of the water, beating its protruding end, when a mountain of water raised the stern above the waves; but the craft always kept straight ahead.

"You're a queer un, Granser, talking about things you can't see. If you can't see 'em, how do you know they are? That's what I want to know. How do you know anything you can't see?"
The wind, however, did not grow as boisterous as might have been feared; it was not one of those tempests which burst, and rush on with a speed of ninety miles an hour. It continued fresh, but, unhappily, it remained obstinately in the south-east, rendering the sails useless.

The 16th of December was the seventy-fifth day since Phileas Fogg's departure from London, and the Henrietta had not yet been seriously delayed. Half of the voyage was almost accomplished, and the worst localities had been passed. In summer, success would have been well-nigh certain. In winter, they were at the mercy of the bad season. Passepartout said nothing; but he cherished hope in secret, and comforted himself with the reflection that, if the wind failed them, they might still count on the steam.

On this day the engineer came on deck, went up to Mr. Fogg, and began to speak earnestly with him. Without knowing why it was a presentiment, perhaps Passepartout became vaguely uneasy. He would have given one of his ears to hear with the other what the engineer was saying. He finally managed to catch a few words, and was sure he heard his master say, "You are certain of what you tell me?"
